What approach would you recommed to someone who wished to substantially improve their knowledge of the rules of golf? I know the USGA has classes every year during the first quarter, etc. But I’m taking about a friend’s son who is starting as a blank slate so to speak.

I’d try to get him involved with the local First Tee chapter or some other junior organization. I’d also take him out to a golf course in the evening and go through some of the basics such as water hazards, taking relief from a cart path etc. Find a copy of the Rules of Golf in Pictures that the USGA publishes every time they update the rules. It does a nice job of explaining things.
